Cool off the beaten path location that I believe is well known by the locals and police alike. I believe that accessing the location is legal as there is construction going on by one of the entrances and in the tunnel there is a sign about the construction site which would be weird if they did not want people down there. Aside from that there was lots of people we ran into during our trip. While I have not personally seen any homeless in the area, there are reports that some do hangout occasionally in the area. You will need a flashlight to fully explore this 2 mile tunnel that for the most part is pitch black. Overall very cool and different location.
