The construction of this building was started in mid 1980s. It was supposed to be a Cultural Center for the youth, but as most of the constructions from the Communist era that were neglected in the following period, this one had the same fate once communism fell in the country. Many mayors came and went since then, many promises were made, yet the building is still in the same shape as more than 30 years ago. Due to the stairs that were built upside down and the suicides that took place here, the locals started to create rumors that the building is haunted or that bad things happen there at night, which may be one of the reasons why nobody is willing to complete it after all these years.
